RBA
RBA Background In 2006, the Early Childhood Education Cabinet was selected as one of two case examples by the CT General Assembly's Appropriations Committee to implement Results Based Accountability (RBA). RBA is a framework for making policy and fiscal decisions based on desired outcomes for the people being served by state funds. It requires state agencies to produce, analyze and summarize key data on, for example, child and family outcomes, "system" characteristics, and program outcomes.
RBA seeks to answer three key questions, in this order: (a) Is anyone better off because of state funding and programs? (2) How much service did we provide? (3) Did we provide it in an effective and cost-efficient manner? Taken together, these questions allow -- and require -- the state to address the following central question: Are we getting the best result for our "customers" for the state money (that is, taxpayer money) we are spending?

The Early Childhood Education Cabinet's RBA Frameworks The Cabinet's first RBA package was presented to the Appropriations Committee in early 2006. It included only 3 programs, all related to early education and care. Participating agencies were the State Department of Education, the Department of Social Services, and the Department of Public Health.
The Cabinet's work has expanded each year and in 2008, RBA material was provided from nine state agencies covering 26 programs in a Birth-9 context.
In 2009, the Cabinet's RBA work has been both refined and expanded. First, the lengthy package and reports have been streamlined to a series of short Report Cards. Second, over this past year, 18 CT communities have also been trained in RBA and are using it as part of their Birth-9 local strategic plans. This community work has been funded by the William Caspar Graustein Memorial Fund.
Also over the past year, the National Governors Association brought CT's work to a national meeting of 30 states that are building early childhood systems. The CT RBA presentation was done by Attorney Bennett Pudlin of the Charter Oak Group.
