Research & Policy Council

Established by Governor M. Jodi Rell in Executive Order 13 dated February 7, 2006, the Governor's Early Childhood Research and Policy Council engages leadership from government, higher education, business and philanthropic communities with regard to early childhood strategic planning and investment partnerships.

The Council is currently:

  • Overseeing the development of a Quality Rating and Improvement System for Connecticut early childhood programs
  • Conducting a formative assesment of the work of Connecticut's Early Childhood Education Cabinet
  • Rebasing the initial Early Childhood Investment Plan

Council Progress:

  • In late 2006, the Governor's Early Childhood Research and Policy Council prepared the state's first ever Early Childhood Investment Plan, Part I based on the Investment Framework provided by the Early Childhood Education Cabinet. The Council delivered the summary of their recommendations to Governor M. Jodi Rell on December 8, 2006, which helped inform budget discussions this legislative session.

  • The Council submitted FY08/FY09 Early Childhood Investment Plan Recommendations report to the Governor in December 2007. View Full or Summary Report.
